PM Modi Announce Atmanirbhar Bharat Abhiyan 20 lakh crore Package Elaborated by FM Nirmala Sitharaman
Prime Minister Narendra Modi has announced the package of Rs 20 lakh crore which is a 10% of Indian GDP and focused on Bold reform. Atmanirbhar Bharat Abhiyan package ranks among biggest in the world. The PM said it would be named “Atmanirbhar Bharat Abhiyan” (Self-reliant India campaign). Prime Minister introduced Five pillars of Atmanirbhar Bharat Abhiyan- Economy, Infrastructure, Technology driven system, Demography and Demand. Were he also mentioned to make the local brands and take it to the global level, this package amount includes already-announced amounts of Rs1.70 lakh crore Relief package which was introduced government and the Reserve Bank of India on 26th March 2020, the details related to this package will be shared by Ministry of Finance.
Nirmala Sitharaman released details of economic package in the first tranche .On 13th May Ms Sitharaman noted a sequence of measures, focuses on avalibility of credit enterprsise, specially to India's small and medium group business, strength distribution agencies, non-banking economic institutions and micro-finance corporations. The Finance Minister on Wednesday evening announced the amount of Rs 3 lakh crore was proposed for small businesses, with tenor of 4 years. further she announced the amount of Rs 20,000 crore liquidity to benefit around 2 lakhs for small and medium business (MSMEs). Forward in her speech she mentioned the investment limits are redefine OF MSMEs. Additional turnover criteria introduce TDS, TCS rate for non-salaried payments for period up to March 31, 2021 and cut the tax rate for non-salary payments by 25 pc, Government will release Rs 50,000 Cr.
Due Date of all Income tax returns extended to November 30. Further Rs 90,000 Corer will be distributed to electricity distribution companies to help them fight the current financial stress. Nonbank Financial Companies (NBFCs) through partial credit guarantee scheme 2.0 announced by government, will get Rs 45,000 crore. Liquidity relief given for all EPF establishments 12% paid by employer and 12% by employee contribution to be paid by government. 2500 Cr, EPF contribution extended from March, April and May to June, July and August months to 72.22 Lakh employee. Global trends will be disallowed in government procurement of trends up to Rs 200 Cr.
The Vivad se Vishwas scheme announced for settling tax disputes between individuals and the income tax department. An individual opting for settlement was required to pay additional 10 per cent penalty on the disputed tax amount. Finance Minister also added major relief to contractors, all Central agencies to provide an extension of up to 6 months, without cost to contractor, to obligations like completion of work covering construction and goods and services contract and for making payment without additional amount the date has been extended till December 31, 2020.
HFCs/NBFCs/HFCs/MFIs has been launched with Special Liquidity scheme of Rs 30,000 Crore in both Primary and Secondary Market just to easy the flow of credit and to buy even investment -quality debt paper.
Nirmala Sitharaman’s announcement of the second tranche of the “Atmanirbhar Bharat Abhiyan” package worth Rs 20 lakh crore. In a favour migrant workers, Finance Minister also mentioned about Technology driven system and announced the launch of the National Portability Cards (One Nation One Ration Card) which can be used in any ration shop in any part of the country as migrants move from state to state. Besides, the Finance minister said the government will accord 5 kg/person of wheat or rice and 1 kg/person of channa (4 per family) for who do not have either central or state PDS cards would give free ration for next two months which is going to cost the national exchequer Rs 3,500 crore.
The finance minister approved Rs 30,000 Cr for farmers, additional emergency working capital fund through NABARD, which is over and above Rs 90,000 Cr to be provided through normal refinance route. Besides this, Rs 2 lakh crore concessional credit boost to 2.5 Cr farmers through the Kisan Credit Card Special drive will be given by the Centre. Nirmala Sitharaman also mentioned the refinancing of approximate 29,500 Cr has been provided by NABARD to all the Co-operative banks and the regional banks for lending money to farmers if need in the month of March. Adding to NABARD has also provided 4,200 Cr for Rural Infrastructure Development Fund (RIDF) in the month of March 2020.
In order to employ the migrant’s workforce returning home, FM Sitharaman said the government has generated 14.62 Cr, person-days of work till May 13 to help migrants find work who have returned to their state which is 40%-50% increase in persons who have got enrolled compared to last year and also increase in the average wages rates from 182 Rs to 200 Rs. Work offers is now 2.33 crore wage seekers in 1.87 lakh gram panchayats, Finance Minister accords the amount of 10,000 Cr under “Mahatma Gandhi National Rural Employment Guarantee Scheme” (MNREGA). The Migrants who have returned to their states and if they are willing to work in their state they can register themselves and start there works, orders have been passed to states and union territories. Government-funded housing in cities will be converted in Affordable Rental Housing Complexes (ARHC) through the public-private partnership (PPP) model and it is a kind of approach towards bringing in investments at government assets.
